Our History

SWERP Incorporated was founded in 1988 by James T. Brooks with a vision to provide high-quality underground infrastructure rehabilitation services. Beginning his career in traditional excavation and water main replacement, Jim recognized the emerging potential of trenchless technologies and turned his focus towards no-dig rehabilitation solutions.

In the 1990s, SWERP became one of the region’s early adopters of advanced manhole rehabilitation systems, expanding into spray-applied cementitious linings, epoxy systems, and structural restoration methods. As trenchless technology evolved, the company further expanded into small-diameter pipeline rehabilitation. In 2006, the company completed its first Cured-In-Place Pipe (CIPP) project—marking a major step in its evolution as a full-service trenchless rehabilitation provider. 

Since its inception, SWERP has evolved into a full-time specialty sewer rehabilitation contractor, with a primary focus on the installation of cured-in-place pipe (CIPP) liners in sewer mains and laterals, as well as the rehabilitation of manholes, vaults, and related structures using state-of-the-art lining technologies.
